Smart and Adaptive Leadership for Enhancing Institutional Performance in Disability Support Systems

Abstract
Institutions in the sectors of education, healthcare, corporate and public governance are increasingly being evaluated not only for their efficiency in delivering operations but also for their ability to promote inclusive, equitable and sustainable systems. Within this changing landscape of things, disability inclusion has become a significant indicator of institutional legitimacy and institutional performance. Yet, there is a significant lack of linkages between leadership scholarship and disability studies, wherein little incorporation is made of leadership theory to the design of disability support systems. This chapter helps to address this gap by developing a complete theory of smart and adaptive leadership as a strategic mechanism for improving institutional performance in disability support systems. Smart leadership is conceptualized as the data-driven, technologically informed, ethically-based, and strategically aligned type of governance. Adaptive leadership is conceived as a dynamic, participatory and systems-oriented approach that is capable of responding to complex institutional challenges. By combining transformational, authentic, adaptive and complexity leadership theories, with frameworks for disability inclusion, such as the social model of disability, the capability approach, rights-based governance, and universal design, this chapter promotes the development of an integrated conceptual model of the links between leadership competencies and measurable institutional outcomes. The chapter argues that the leadership of disability inclusion makes institutional performance stronger by optimizing human capital, improving institutional retention and engagement, fostering more innovation and making it more legitimate in the eyes of stakeholders. It further emphasizes the role of digital accessibility systems, analytics and assistive technologies when implementing smart leadership. A rigorous mixed-methods research design is suggested in the study of this relationship between leadership practices and disability support effectiveness. Through framing disability support systems as strategic assets rather than compliance functions, This chapter participates in leadership scholarship, the institutional governance literature, and the Study of disability, and offers practical insights for the leaders of institutions who are interested in Developing high-performing and inclusive institutions.
